The Metropolitan Police Department on Oct. 16 said Hiroya Yokoi, a 31-year-old office worker from Akita, was arrested on suspicion of producing and displaying obscene materials, specifically thousands of fake images of more than 260 female celebrities.

Police said Yokoi has admitted to the allegations.

“The reaction from viewers was huge, and it became so popular that I realized I could make a lot of money”, police quoted the suspect as saying.

According to police, the case is the first of its kind in Japan.

The victims included more than 260 television personalities, actors, idols and news announcers.

According to police, from January to June this year, Yokoi created and posted explicit images modeled on three female celebrities to an online communication site, making them available for anyone to view.

Yokoi reportedly told investigators he began the operation in October last year to earn extra cash for living expenses and student loan payments after seeing others making money the same way.

AI PORN AS SIDE HUSTLE

Police suspect Yokoi used a promotional account on social media to funnel users to a subscription site where he displayed about 20,000 deepfake images. Subscribers could request custom images for a premium fee.

At least 50 people subscribed, and in the 11 months since October, the scheme netted him an estimated 1.2 million yen ($8,000), investigative sources said.

According to the sources, the suspect created the images as a “side job”.

He had no professional training in generative AI or information and communication technology, having taught himself through online articles and videos.

The free software he used has advertised its ability to “generate high-quality images in seconds.”

Yokoi trained the AI with celebrity photos and used specific text “prompts” to generate the expansive library of images, the sources said.

GLOBAL TRENDS, LEGAL LOOPHOLES

This ease of use has contributed to a global surge in sexual deepfakes.

Research from a U.S. security firm identified 95,820 deepfake videos online in 2023 — a 5.5-fold increase from four years ago — with 98 percent being of a sexual nature.

In response, the United States, Britain and other countries have been strengthening regulations.

South Korea toughened its penalties last September, making not only the creation but also the possession and viewing of sexual deepfakes punishable offenses.

But Japan currently has no specific laws to regulate sexual deepfakes, forcing authorities to operate within the scope of existing legislation.

Japanese law enforcement officers must overcome the high hurdle of obtaining objective evidence that proves an AI-generated image “legally possesses” the identity of the person it depicts.

Opening a defamation investigation requires a complaint from the victim, who is often unaware of the deepfake images. By the time they realize they have been unfairly depicted, the images have already spread widely.

“The creators may be doing this casually, but the victims suffer damage to their reputations and can be harmed mentally and financially,” a Japanese investigator said. “We have to put the brakes on businesses that misuse generative AI”.

Police should strive to become a “smart” force capable of responding to emerging threats, such as voice phishing and deepfake cybercrimes, pointing out the need for stronger interagency collaboration and the use of artificial intelligence in efforts to prevent those crimes in advance.

It was also called for “preemptive” measures to better protect ordinary citizens amid a rise in dating-related crimes and stalking, as well as taking aggressive measures to crack down on narcotics crimes and ensure related treatment and rehabilitation systems are firmly established.

Punjab Director General of Police Gaurav Yadav said AI can assist police in the detection of criminal activities and fraud by identifying patterns and trends in large volumes of data while machine learning algorithms can help understand criminal behaviour and allocate resources accordingly.

The Memorandum of Understanding (MoU) was signed between Additional DGP, Technical Services, Ram Singh and Director of Indian Institute of Technology (IIT) Ropar Rajeev Ahuja in the presence of DGP Yadav.

The call by Azree Nazri, president of the Artificial Intelligence Society Malaysia, comes as Malaysia aims to use AI to help tackle a rise in commercial offences.

Azree said police officers must understand the functions of generative AI and how to interpret insights generated by the technology before deploying it to assist in commercial crime investigations.

This collaboration aims to establish an integrated framework for the development of innovative solutions and the delivery of specialised training for Ministry of Interior members aimed at enhancing technical proficiency and operational effectiveness. 

The discussions focused on the adoption of AI technologies, which are rapidly evolving across the world, and which have the potential to enhance performance and introduce even more innovation.  Both parties explored the design of targeted training programs for Ministry of Interior team members across all levels and specialities, to strengthen their technical and practical AI abilities.  The aim is to ensure the effective and sustainable use of these advanced technologies.

Further discussions addressed the importance of strengthening bilateral coordination and promoting continuous learning by leveraging the iGA’s innovative solutions and success in digital transformation.  These efforts aim to support the adoption of advanced digital tools that meet the evolving needs of security operations and contribute to building a leading national model in this vital domain.

The collaboration also envisions the use of the Royal Academy of Police facilities to host specialised workshops, training programmes, and seminars.  This would foster an interactive educational environment that facilitates knowledge transfer and enhances the preparedness of security personnel.

Pakistan has recently undertaken measures to enhance its policing methods, especially as it faces surging militant attacks in its northwestern Khyber Pakhtunkhwa (KP) and southwestern Balochistan provinces. These efforts include digitizing police records, hiring more women police officers and releasing public awareness videos on social media platforms. 

Pakistan’s Interior Minister Mohsin Naqvi met Beijing Police Department’s Deputy Director General Gao Jianxin in Islamabad. The two sides discussed collaboration between the police forces of Islamabad and Beijing, the interior ministry said.

“During the meeting, it was decided that officers of Islamabad police will be sent to Beijing for training in modern policing and advanced technologies,” the ministry said in a statement.

“These officers will participate in various training courses conducted by the Beijing Police Department. They will also receive special training in the use of artificial intelligence to further improve the policing system,” it added. 

The minister said Pakistan would benefit from the “highly efficient and technologically advanced” Beijing police force, adding that the use of modern technology was essential for public safety and crime prevention.

Police officers fired tear gas and used stun grenades and batons to disperse several hundred protesters outside the national parliament building in the capital Dhaka on Friday. Some of them clashed with police while others vandalised a police vehicle. Witnesses said several people were injured in the clashes.

The protesters described themselves as part of the movement that led to the ouster in August 2024 of former Prime Minister Sheikh Hasina. It came after a 15-year rule that critics said had become increasingly autocratic.

The protesters said they were seeking more guarantees of welfare and other programs for participants in the 2024 movement.

Yusril said the civil residents are allowed to propose a repositioning of the Polri institution. “The civilians are welcome to discuss and debate (the repositioning of Polri) academically, and we consider it as a contribution of ideas”.

According to Yusril, such ideas can be proposed through the Police Reform Commission, which will be formed by President Prabowo Subianto. “To discuss the best structure for the police force within the government”.

Yusril said it is possible for the Indonesian National Police to be working under an existing ministry or even form a new Ministry nomenclature. “Feel free to discuss it, and President Prabowo will make the decision”.

According to Yusril, the change in Polri structure under the government is the authority of President Prabowo, together with the House of Representatives. “We leave it to him, and I believe the best decision will be made”.

Yusril mentioned that talks about police force repositioning emerged after Prabowo decided to form the Police Reform Commission. According to him, the plan requires further review and discussions; thus, he asked citizens to patiently await the commission’s establishment.
