Crimes Against Peace, Security of Mankind and International Legal Order: Police Statistic for 9 Month2 2025
According to official data of the Office of General Prosecutor, as of 7 August 2022, the Ukrainian authorities were investigating almost 26 thousand criminal cases of suspected war crimes committed after Russia’s full-scale invasion of Ukraine on 24 February 2022.
In 2023, the number of war crimes increased 246 times as compared to 2021 (62128 crimes).
In 2023, the number of crimes was mostly the same (62667 crimes). However, in 2024, the number of war crimes decreased two times as compared to the previous year.
After 2024, considering the intensification of hostilities between the Armed Forces of Ukraine and Russian aggressors, as well as the use of tactics of mass destruction of civilian infrastructure by Russians, the number of crimes against peace, security of mankind, and international legal order increased again.
Thus, in 2024, a total of 30151 crimes against peace, security of mankind, and international legal order were registered, with 872 criminal proceedings in which concrete individuals were notified of suspicion.
However, in 6 months of 2025, 22338 criminal proceedings were opened in which individuals were notified of suspicion. In 453 criminal proceedings, individuals were notified of suspicion. Accordingly, this means that in the first half of 2025, 74% of the total number of criminal proceedings opened in 2024 were registered.
In 7 months of 2025, 27174 criminal proceedings were opened in which individuals were notified of suspicion. In 494 criminal proceedings, individuals were notified of suspicion. Accordingly, this means that in seven months of 2025, 90% of the total number of criminal proceedings opened in 2024 were registered.
In 8 months of 2025, 32958 criminal proceedings were opened in which individuals were notified of suspicion. In 540 criminal proceedings, individuals were notified of suspicion. Accordingly, this means that in eight months of 2025, 109% of the total number of criminal proceedings opened in 2024 were registered.
In 9 months of 2025, 38509 criminal proceedings were opened in which individuals were notified of suspicion. In 607 criminal proceedings, individuals were notified of suspicion. Accordingly, this means that in eight months of 2025, 128% of the total number of criminal proceedings opened in 2024 were registered.
